The whole kingdom shifts as the royal decree is passed. Here we have the representation of the nigh absolute power of the Trysvil ruler (only inside of Trysvil, of course). The decree showcases the odd sort of unity that brought Trysvil together. The two greatest powers in the kingdom, the church and the royal family, were often at odds (sometimes at war), but if ever a need rose among the kingdom or it's people, then a royal decree would be passed, ratified and acted upon by both parties.
Both the church and the royal family ratified this hat as well, standing behind the worn in look that it has from day one.
